APPSU team visits Tarasso
ITANAGAR, Feb 10: The executive members of All Papum Poma Students Union (APPSU) led by its president Teli Tadap Camdir yesterday visited Tarasso. The union interacted with the Panchayat leaders, youths, publics and security forces deployed there. The union conducted a small programme in the campus of Govt. Secondary School, Tarasso. In presence of Tarasso, ASM, Chairperson Panye Takang, union distributed some relief materials to four victim family members, whose houses and properties was destroyed during illegal eviction drive carried out by Assam forest officials on 9th January. Union also distributed some items to youth and force deployed there.
The union meanwhile appealed the local MLA to initiate steps for early construction of bridge over Papum River at Tarasso. "MLA should instruct the concern department engaged in work for immediate and proper maintenance of the new road connecting Tarasso, before the rainy season starts. Specially, those who have to travel on medical ground face lots of problem." The union appeals authority concerned to provide adequate supply of medicine and detail some doctors as required.
During the visit union found that majority of teachers posted within Tarasso circle is not in station due to which academic session of schools are not functioning properly and some schools have even closed though final exam is approaching. APPSU appealed to the authority concerned to immediately direct and send those absent teachers back to their respective posting place. Union also urged chief minister to act in time, deliver strong statement and take strong decision when our state is facing this kind of prevailing situations. They have further appealed to the state government to solve the boundary issue at the earliest possible.
Orgs mourn death of Mori Riba

The members observed one minute's silence as a mark of respect to the departed soul and conveyed condolence to bereaved family.

"In all the meetings they (NEEPCO) agreed to appoint land affected youths in group C&D posts but they failed to keep their promises. Even the NEEPCO CMD and Director Personnel had given us written assurance to appoint 50 land affected youth within February 7, 2013, but no action has been initiated so far," he lamented.
"Recently one land affected youth had cleared written examination conducted by NEEPCO for Account Officer but she was allegedly denied to appoint," the PPLAWC chairman alleged.
The PPLAWC appealed to the public of Sopo, Jampa, Hoj and employees of NEEPCO to cooperate with it for fulfillment of its demands.

Cultural show on folk songs and dances held
CHANGLANG, Feb 10: Tangsa Singpho Tutsa Cultural Promotion Society has organized a Traditional Cultural Show on folk songs and dances of Tangsa, Singpho and Tutsa tribe of the District recently.
Attending the programme, Parliamentary Secretary WRD & Research, Thinghaap Taiju appreciated the society for providing an opportunity to budding artists to exhibits their talent. He hoped that the society will continue with the noble deeds in times to come.

Blood donation camp held
ITANAGAR, Feb 10: More than 60 units of blood were collected during a voluntary blood donation camp organized by the students and faculty members of NERIST at its campus health centre on February 8 last.
The programme was organized in collaboration with State Hospital, Naharlagun and Vivekananda Yuva Shakti, Itanagar under the aegis of Arunachal Pradesh State AIDS Control Society.

West Siang DC inspects MGNREGA works
ITANAGAR, Feb 10: West Siang Deputy Commissioner Manoj Kumar Sahoo has inspected the implementation of schemes under MGNREGA in three villages under Aalo West CD Block on February 8. He was accompanied by project director DRDA Aalo, BDO Tamin Rallen during his visit.

Nido Tania died of head, lung injuries
NEW DELHI, Feb 10: Arunachal Pradesh youth Nido Tania died of severe internal head and lung injuries, police today told the Delhi High Court which also asked the Centre to give draft guidelines to it by tomorrow to ensure safety of people of northeast residing in the capital.
"The post mortem report said that there were nine external injuries on the body of the deceased and he died of severe head and lung injuries," the counsel for Delhi Police told a bench headed by Chief Justice N V Ramana.
The Bench, also comprising Justice Rajiv Sahai Endlaw, asked the Ministry of Home Affairs to submit by tomorrow the draft guidelines which could be used in passing directions for ensuring safety and security of persons of northeast states living in the national capital.
"We cannot close our eyes and say that everything is fine.
Mehra (Additional Solicitor General Rajeeve Mehra who appeared for the MHA) prepare a draft guideline and give that to us tomorrow. Some fear must be there. Please ask the police to do something," it said referring to the recent increase in the hate crimes against the persons of that zone.
Chief Justice Ramana, who has recently been elevated to the Supreme Court, said, "I don't have time. Please give me a favour Mehra and submit the draft guidelines. I am fixing it tomorrow for hearing."
The court also said the MHA should consider appointing persons of the region in Delhi Police and this step would help the victims to put forth their grievances in a better manner.
"Once you appoint them in Delhi Police, they will help the persons from the northeast. They speak good English. Already they are feeling neglected, alienated and exploited. It is very dangerous," it said.

Tania had died on January 29 following a scuffle at Lajpat Nagar where a shopkeeper teased Nido over his hair and look.
At the start of the hearing, Additional Solicitor General Siddharth Luthra, appearing for Delhi police, gave Tania's postmortem report in a sealed cover to the bench and said he could not get the details including the status of trial in lower courts in hate crimes against northeast persons as there were holidays since last Saturday.
"There is no holiday of crime," the bench said, asking the police to provide details by tomorrow so that it can direct the lower courts to "expedite the trial and complete them."
It also asked the Delhi government to improve the facilities in existing hospitals so that they can fast track the postmortems and their subsequent reports.
ASG Luthra informed the court that in 2012 police got 11,724 postmortems conducted in various hospitals here and the preparation of reports take five to 15 days.
"The preparation of viscera examination report take time as there is one forensic lab in the city," he said.
The bench then asked the Delhi government to look into the aspect and inform it about the progress.
Earlier, it had rapped the police for not filing the post mortem report of Tania and had asked AIIMS and CBI, which controls central forensic labs, to apprise it of the status along with reasons for the delay today.
It had also asked the Delhi government to file a report giving details about the total number of post mortems being conducted by its hospitals every day and the time taken by them in giving the reports, noting that the capital had "primitive" infrastructure for examining evidence.

ITANAGAR, Feb 10: Retired IAS officer Tape Bagra, who is one of the members of the Committee constituted by the Ministry of Home Affairs to look into various issues and concerns of the people hailing from northeastern states living in different parts of the country, especially the metropolitan areas and to suggest suitable remedial measures, convened a meeting at Namsai ADC office conference hall today with prominent public members and student community in presence of Namsai ADC HN Dubey.
Addressing the meeting, Bagra dwelt in length about the aims and objectives of the MHA constituted Committee and sought suggestions from all the members present to tackle the racial discrimination meted out to the people of north east.
The meeting suggested that the central government should introduce a special syllabus on North Eastern states for all the schools of the country compulsorily for a period of two continuous years starting from the primary level in order to make all the Indians aware about the region, its people and culture etc. The mainstream people should be made aware about the contributions of the Northeastern states in the freedom movement as well as the development process of the country.
Media should also play a key role in highlighting about the issues of the North East and telecast awareness programs. The National Media should reach out to the interior places of the North East Regions also to give coverage of all important events.
The Resident Commissioner/Deputy Resident Commissioners of Arunachal Pradesh posted at all the metropolitan cities should have cordial and good relations with all the students and student organizations of his area, conduct regular meetings, interactions with the students and redress their grievances, the meeting suggested. The meeting further suggested the Government of India to organize national events like cultural or sports etc at all the states of North East to bring the place to limelight, to set up Special Grievances Cell with emergency contact numbers for the students of North East at all the places, to constitute a standing committee specially to address such kind of issues so that the victims can immediately identify the Government body whom to approach when such problems are encountered, to provide good accommodation/hostel facility to the students wherever possible by their respective state government.

On the resolution moved by Gangte Togung, the council observed that, the post of CMEO was categorically development and project based and delegation of financial power for meagre amount would make administrative inconvenience and would hamper the speedy development of the municipality. Therefore, the house passed to "revise the present order delegating financial power to the CMEO of IMC and delegate the financial power to CMEO of IMC if possible at par with the secretary of the department under category "A? or at par with the Deputy Commissioners of the districts by the state government."
During the zero hours resolution moved by Taba Yall Nabam, the house passed the resolution that "The Department of Town Planning shall compulsorily obtain NOC from CMEO which shall further be obtained from ward councillors before issuing building permit" in order to check the rampant growth of the construction and other illegal activities in the town.
Also in the zero hour, Tadik Tagru moved for the resolution that, "it shall be mandatory to include the respective ward councillors as the board member of Land Allotment Board of Capital Complex while issuing the land allotment" to which the house passed the resolution, the release added.

Now we need not to go outside for scanning as was done earlier. Perfect designing, printing and binding is like a cosmetic finishing, so in every step of these processes we need to handle very carefully, he advised the trainees.

CHANGLANG, Feb 10: Parliamentary Secretary WRD & Research, Thinghaap Taiju launched Japanese Encephalitis (JE) Vaccination campaign in a programme organised by the District Health Society, Changlang at Changlang today.
On the occasion, Taiju lauded the District Health Society, Changlang for their dedication and timely launching of Vaccinations programme. He informed that the vaccinations were suppose to deliver in the district via Itanagar but due to economic blockade in Assam for many days the society had to bring them directly from Kolkata via Mohanbari.
Terming the Disease as dreadful, Taiju exhorted all the children whose age falls between 1 to 15 years to avail the opportunity. Showing concern about the children in far flung areas of the district he requested for intensive publicity including the parents so that no children is left out.
Earlier, District Medical Officer, Changlang Dr Parthasarthy Dutta appealed for full cooperation from all corners to ensure 100% coverage of the children in the district. He also urged the teachers of concerned schools to closely monitor vaccination process to ensure complete vaccination.

Sensitization progs on NBA held
SEPPA, Feb 10: In continuation of its policy to make people aware of water sources preservation and ill effects of insanitation and to inculcate the practice of cleanliness, PHE & WS Division Seppa had conducted series of sensitization programmes on Nirmal Bharat Abhiyan (NBA) and workshop on Handling of Field Test Kits (FTK) to the PRI and VWSC members for Seppa block at Seppa. Altogether 60 members participated at the training from sixteen GPC.
Koro Liyak, District Consultant, Water & Sanitation highlighted the motto of the training. During the speech he advocated that PRI members shoulder responsibilities for effective implementation of NBA programme. He also suggested the VWSC member to spread message of water source preservation, practice cleanliness and void open defecation system.
Speaking on the occasion as resource person Rajo Gyadi, ZPM 7th Seppa suggested the PRI members to bring awareness against open defecation. "Toilet is civic necessity for human being, so each house should adopt IHHL which is Govt. funded scheme." He also strongly urged for protection of water source and adopt hygienic practices. Informing that state Govt. is going to devolve power to the Panchayati Raj, he said "as representatives from the grass root level we should carry our responsibility for implementation of every central Govt. sponsored scheme very effectively."

Think for the poor students
Dear Editor,
I would like to express my sympathy for the students of government school through your esteemed daily. Yes, it is 100% true that teachers are the nation builders; they pave the way for students to make brighter future and also makes every possible effort for their well being. But in some case, I fail to understand, why govt. schools are asking students to submit table clothes, broomsticks and other as "Craft Submission" during final examination.
Why it so and for what? My soft voice appeals to the nation builders that most of
your students belong to poor family. Everyone cannot afford to meet up such demands.

What’s the point in taking measures and holding discussions after innocent lives are lost. Secondly, the brutal murder of Late Nido Tania on January29th at Delhi clearly indicates that people of Arunachal are becoming victim of “Racism” outside the state. He has become a nationwide symbol to fight against racism. Though DONER ministry had set up North East Cultural Centre for student community, still a lot has to be done in this regard. The Govt. of India can pump in lot of money for developmental projects, so why can’t they invest money for the safety and security of the people. Temporary solutions won’t help us in the long run but through proper planning and good governance we can be united and fight against those mounting problems. The big question still remains unanswered, are we secure enough outside our State?

The importance and role of "media"
Dear Editor,
Media is a means of providing information or gaining information. It has the ability to reach out to people at large and far. It provides us with facts and figures which we tend to take as relatively true. It also represents us as a state or a country.
But the fact that Arunachal Pradesh is lacking in terms of media coverage is well known. When our state was facing economic blockade, a substantial part was unaware. When an incident happens, the facts are fabricated by our counterparts and we remain blamed innocently. Lack of information can be the reason for loss of life in many instances at times of disturbances.
Unfortunately, if we repeatedly vandalize our few functioning print Medias who faces threats and are operating in the most immature political and social condition, how can we expect other forms of media to come up? Society, people and political condition must grow hand in hand. We must come out from vicious cycle of immaturity which fuels each other.
I wish to underscore the importance of media during normal times and at times of social and political turmoil. The role of media is indispensable and I hope we will have a better equipped media in times to come.
